The Compliance Realities — What You Actually Need to Know

Two questions come up in every conversation: sanctions risk and permanent establishment. Here's the straight answer on both.

Sanctions

Armenia is not sanctioned by the EU, the US, or the UK. Armenian banks — Ameriabank, Ardshinbank, Araratbank — are fully SWIFT-connected. International transfers work normally.

The nuance: some European compliance teams flag Armenia-adjacent payments for enhanced due diligence because of capital flows from Russia post-2022. This is internal bank policy, not law. Working through NexoStaff means payroll goes from our established local entity — not a foreign wire transfer from your German GmbH to an individual in Yerevan.

Permanent Establishment Risk

If you hire an Armenian developer directly — as a contractor or as an employee of your own foreign entity — you may inadvertently create a permanent establishment (PE) in Armenia.

Under Armenian tax law, a foreign company creates a PE if it operates through employees or hired personnel in Armenia for 183 or more days in a tax year. A PE means corporate tax in Armenia on profits attributable to that PE, plus mandatory registration with the Armenian State Revenue Committee.

Misclassification Risk
